Driving a minibus isn't the same as driving a car. If you passed your car test after 1 January 1997, you don't automatically have the entitlement to drive one. What Is a D1 Licence?

A D1 licence is the category that allows you to drive a minibus with 9 to 16 passenger seats (plus the driver), with a maximum vehicle weight of 3.5 to 7.5 tonnes. It sits between a standard car licence (Category B) and a full PCV licence (Category D), making it the go-to qualification for anyone who needs to drive minibuses without committing to a full bus and coach career.

Do You Need D1, or Can You Drive Under the "Section 19" Exemption?

Many minibus drivers for schools and charities operate under a Section 19 permit, which allows drivers over 21 with a full car licence and at least two years' driving experience to drive certain minibuses without a D1 licence, that is provided the driving is not for hire or reward and specific mileage/age rules are met.

However, Section 19 comes with real limits: age restrictions, a 50-mile radius rule for some permit types, no payment for driving, and increasing scrutiny from insurers and local authorities. A growing number of organisations are moving their drivers onto a full D1 licence instead, because it removes these restrictions entirely and looks better from a duty-of-care and insurance perspective.

D1 Licence Requirements

Before booking your course, you'll need to check you meet the basic entitlement requirements:

• Hold a full UK car (Category B) licence
• Be at least 18 years old (21 in some cases depending on vehicle use)
• Hold a valid provisional D1 entitlement (added free via the DVLA when you apply)
• Pass a D4 medical examination with your GP or an approved medical examiner
• Meet the DVLA's eyesight standards for bus and lorry drivers

If you passed your car test before 1 January 1997, you may already have D1 entitlement on your licence (by what is known as Grandfather rights). It's worth checking your licence or the DVLA's "check your driving licence" service before you book anything. Have a D1 by this method still doesn't qualify you to drive a minibus for hire / reward - for this you need D1 by test.
